Republican · PSC District 5 · May 19 Primary
The only regulator in the race.
The Georgia Public Service Commission unanimously approved six rate increases for Georgia Power in three years and power bills are up more than 30 percent since 2023. Carolyn Roddy is the only candidate in the May 19 Republican primary who has worked both as a regulator and an advocate. She spent almost 18 years at the Federal Communications Commission and nine years representing clients before federal and state regulatory agencies, including the Georgia Public Service Commission and the other utility commissions in the South. President Trump appointed Carolyn to serve at the US Department of Agriculture Rural Utilities Service which currently has a $67 Billion loan program for rural electric coops. Her credentials are unmatched and she will use her skills and experience to protect ratepayers while guaranteeing Georgia’s energy future.

Why Carolyn
25 years practicing utility regulation.
The Public Service Commission regulates every electric, gas, and telecommunications utility in Georgia. Carolyn has done this exact work at the federal level for a quarter century. None of her primary opponents have.
01
FCC Attorney, Chief of Staff and Senior Legal Advisor, 18 years
Rulemaking, licensing, tariff, and enforcement proceedings across wireline, wireless, and public safety communications — the same evaluative, quasi-judicial work state utility commissions do. Worked with Commissioner in negotiating votes.
02
PRIVATE LAW PRACTICE – PSC and Beyond
Represented clients on behalf of regulated companies before federal and state regulatory agencies, including the Georgia Public Service Commission and utility commissions throughout the South. Knows process
03
TRUMP ADMINISTRATION APPOINTEE
USDA Senior Advisor at program that funded rural electric, water, and telecom. Program has more than $67 Billion in outstanding loans to electric and telecommunications companies. Acting Assistant Secretary of the National Telecommunications and Information Administration at the Department of Commerce, the President’s chief telecommunications advisor.
Her Priorities
Protect ratepayers. Modernize the grid. Hold monopolies accountable.
Three priorities that will guide Carolyn’s work on the Commission from day one.
Priority 01
Stop Runaway Rate Hikes
A 30.8 percent bill increase since 2023 is unprecedented. Carolyn will scrutinize every rate case and push back on costs that should never land on ratepayers.
Priority 02
Oversight on the $16B Data-Center Deal
In December 2025, the Commission voted 5–0 to approve ten gigawatts of new generation with ratepayer protections that environmental and consumer groups called insufficient. Carolyn will read the fine print.
Priority 03
Deliver for Rural Georgia
Rural broadband, rural electric, rural water. The long-tail work of utility regulation — where Carolyn has spent the last chapter of her federal career at USDA.

Georgia families are paying more for power than ever before. They deserve a commissioner who reads the rate cases — and actually understands them.
